You need to update portage.  `emerge portage` should do the trick.

You simply can't update portage, because it's broken. If you use 'emerge portage' the result is the error above.

Temporarily remove the USE_EXPAND_HIDDEN variable from $PORTDIR/profiles/base/make.defaults.  That will prevent the error so that you can upgrade.
