When the openssh package is installed, it's not possible to install the ssh-package, because it's blocked. However if the ssh-package is installed, openssh doesn't care about it and just installs its own binaries. The openssh ebuild should check if there is already another ssh client installed.

maybe you should try reading the USE flag description $ quse -D openssh local:openssh:net-misc/ssh: Allow ssh and openssh to be installed side by side
