cdrecord-prodvd is suddenly hard masked for all versions.
Info on the reason for this is nowhere to be found. Nor in
the changelog nor in bugs section. Can someone please
elaborate on the reason for this?

The reason is written in package.mask. We are not going to maintain redundant stuff, you can use cdrtools for DVD writing.
