please update to the latest version. current version in tree is 2.7.3

and please, remove the mandatory tcl dependecy... sqlite can compile even
without it.

added the optional dependency fro tcltk
added the support for -DTHREADSAFE=1

SQLite 2.8.0 is already in portage.
