As there are a large amount of virtualization packages (look at *most* of app-emulation) that are increasingly complex, I'm thinking having a herd for it would help progress the virtualization-related packages. The packages in which I'm  talking of would be qemu, vmware, bochs, xen, user-mode linux, pear-pc, openvz, and the list goes on. *Maybe* we could move these ebuilds into an app-virtualization category, since (least in my opinion) these packages don't exactly seem to belong in app-emulation.

herd != category, and to have herds you need developers to see the need and fill the role. Approach the relevant maintainers or open a thread on the gentoo-dev mailing-list. This is not a bug.
