Bug 138562 – request to stable dev-lang/swig-1.3.29

this package have been put into portage over a month, and current version of swig does not build on gcc-4.1( maybe it's the problem with java 1.5). 

this version builds and runs fine with my amd64 and x86. So I request to mark it stable at least on amd64 and x86.
