I just enabled PIC, so I don't know if this used to work on this version of glibc, and I couldn't find anything here on bugs.gentoo.org about it.

which is why you should _never_ put -fPIC into your CFLAGS.

packages handle PIC on their own.

Portage told you remove it before reporting bugs.
