It mentions only /etc/locales.build and userlocales useflag but not the new locale.gen way, which is now going to stable with glibc-2.3.6-r4 ...

It's still not stable for all arches yet. Sorry, but 0-day bugs like this usually need more time before they can be fixed properly. Please keep that in mind.

Besides, I talked with the guy who implemented it (vapier), and he points out that locale-gen will use an existing /etc/locales.build file to create locales, though the ebuild will complain. It will, however, also generate a locale.gen file as well, so that in the future you can start using the new way of locale generation.

I understand, but until all arches get stable, the already stable arches will have confused users.

OK. I didn't know, because I was warned there would be an issue [1] before I upgraded the glibc, and after some searching I found [2] which tells you to convert locales manually... so I though this info should be in general localization guide too.

well, I think that the locale.gen really should be mentioned, because the ebuild complaints may be lost (is there anybody who really reads all the emerge output when installing/upgrading multiple packages?) and the locale.gen which is generated if missing does not mirror the contents of locales.build (wonder if this should be reported as a bug against glibc?)
