Bug 136844 – app-admin/gnome-system-tools-2.14.0 - users-admin adds PASS_MIN_LEN to /etc/login.defs

If I change the groups that a user is part of using users-admin, after I hit OK to close users-admin, /etc/login/defs contains PASS_MIN_LEN 5.  When this happens, if  I use su or login, I get:

configuration error - unknown item 'PASS_MIN_LEN' (notify administrator)
