RDEPEND="virtual/php ... So it's actually correct. To my knowledge no profile exists anymore that defaults that virtual to dev-php/php, they all should correctly use dev-lang/php, since months, now. Be sure to unmerge dev-php/php & co. from your system, then emerge --sync, and eventually try without any PORTDIR_OVERLAYs defined, they sometimes create havoc if unmaintained (fex. a non-updated profiles/ directory? eclass/?).
