When emerging libSDL 1.2.10 on my machine, it attempts to build xinerama support (and fails, since I do not have it installed), even though make.conf has USE="-xinerama".  Explicitly setting this on the command line does not help, either.  It appears the ebuild is not recognizing the flag properly.

I had the same problem but it works now (I just finished emerging libsdl). Try upgrading your portage (I'm running 2.1_rc3-r2) and then emerge libsdl again.
