I think that dipendences is bad, because if first emerge media-libs/jpeg then sys-devel/libtool dont work (emerge compiling error), instead if first emerge sys-devel/libtool and after media-libs/jpeg compiled with happening. If you mean something like Bug 130054, then re-emerging libtool is a correct fix. libtool is part of system, no dependency missing. If you mean something else, then we need the error messages.
