mytharchive is the replacement for mythburn and mythburn-ui (see http://bugs.gentoo.org/show_bug.cgi?id=123171). Once mythtv-0.19.1 is available wich will be "soon" there should be an ebuild for the matching mytharchive-plugin. 
Depending on time, I will try this myself.

Basic ebuild ripped from 0.19

Here is a basic ebuild that could potentially work if mytharchive was part of mythplugins-0.19. Since it isn't, more needs to be done here than I know how to do, I'm just trying to get it started.

I did do the part I knew how to do, which is set up the dependencies as specified at http://www.mythtv.org/wiki/index.php/MythArchive . I also made a use flag for tcrequant, although not sure if this should just be built by default.

It looks like the migration of Mytharchive into mythplugins has begun last week.  It doesn't sound like its buildable yet, but I haven't tried.

Yes, mytharchive was moved to mythplugins in r10705. I was able to successfully build it this morning using a modified version of the svn ebuilds available in one of the other bugs filed here.

Also, the wiki already notes that r9846 of mythtv is required to build, but it neglects to mention that it requires the trunk branch and will not compile against the fixes branch.

It required the trunk branch... which was not in Gentoo since trunk is developmental. It is now in Gentoo with MythTV 0.20
