On line 41 of mysql-4.1.14.ebuild the 'utf8' USE flag is set in IUSE. However, there is no 'utf8' USE flag.

Yup, this is intentional.
dev-db/mysql-1.4.14 is masked since a few weeks and scheduled for removal as soon as 4.1.19 is stable on the major arches wrt that security bug, so I didn't really care about invalid.IUSE for an ebuild that has about 1-2 days longer to live. :)
