Gentoo doesn't contain all software that has been written. Therefore it may happen that someone needs to install a software for which there is no gentoo package and he has to do it from the sources.

Such software will install the .pc file into /usr/local/lib/pkgconfig but it will not be found, because Gentoo doesn't set PKG_CONFIG_PATH.

If setting PKG_CONFIG_PATH in Gentoo doesn't harm anything (I doubt), I suggest to change the /etc/env.d/00basic to include PKG_CONFIG_PATH=/usr/local/lib/pkgconfig.
