i've installed x.org 7.0 as outline in "migrating to modular x howto". my /etc/make.conf contains:
INPUT_DEVICES="keyboard mouse synaptics evdev"
VIDEO_CARDS="ati"

everything was fine. system was up to date, emerge -DNup world showed no packages to update... after another sync or some update (don't remember for sure), emerge -DNup world is suggesting to emerge all xf86-video-* drivers (i still have VIDEO_CARDS="ati" in make.conf). i think it's a bug
