oftpd does not start properly complaining about the proper user isn't configured in /etc/conf.d/oftpd.
It's because the ftp user doesn't exist.
the new ebuild doesn't create a ftp user, unlike others ebuilds that do it properly, nor have a EWARN at the end of the emerge warning the user that he need to do it by hand. 
Adding a ftp user mannually and everything goes fine
I guess the proftpd ebuild should give us a good idea how to do it.
I found this weird behaviour after a fresh gentoo install, my old oftpd install was worked fine out of the box.

This is fixed in -r2 which depends on net-ftp/ftpbase. x86, please stabilize -r2, it's already stable everywhere else.
