The WordNet package doesn't honor the tcltk flag. The reasons are that the WordNet application can't be configured to be built without tcl/tk and there is no patch at Gentoo portage to solve that. Tcl/tk is only needed to build an optional program called wnb. 

The proposed attachment solves this case: the patch to WordNet allows to disable wnb and proposed ebuild honors the tcltk use flag
