On 14th April Sri Lanka (country) are moving their clocks back by half and hour. Their time zone will then be UTC +5.5 rather than the +6

Redhat have a fix for this, though I'm not sure what we can use from this link:

A fix would be greatly appriciated!

for future reference, we do not patch timezone data

if something is incorrect, then you should be contacting:
tz@elsie.nci.nih.gov

this has been fixed in a newer version, we just havent added it to portage yet
