The attached patch allows to use chflags only when it's needed (because flags are set).

This I needed to be able to move /usr/lib/debug (that for sure has no flags set) to NFS.

Can someone please merge this? :))

Thanks for the patch.  It's in svn r3147 and released in 2.1_pre8-r5.
