www.gentoo.org is being upgraded to xhtml-1.0 strict.

Due to the way /xsl/herds.xsl is set up an empty <ul></ul> tag is generated whenever a herd has no maintainers. This breaks xhtml-1.0 strict validation. 
Current guide.xsl outputs html-4.01 Transitional, this does not validate with that either.

Should be fixed in the long term.
