knotify is gone for me after going to split builds. I've grepped and searched but cannot find it?  Did it get lost or is it in some hidden ebuild?

knotify is part of kdelibs but gets built only with arts useflag enabled on it.
Did you disable arts useflag globally?

I have arts in my make.conf. Just to double check, I recompiled kdelibs-3.5.2 again with no effect.

[ebuild   R   ] kde-base/kdelibs-3.5.2  USE="alsa arts cups openexr spell ssl tiff zeroconf -acl -debug -doc -jpeg2k -kdeenablefinal -kerberos -xinerama" 0 kB

It builds artmessage which is in the same arts subdir in kdelibs tarball

This should work even w/ USE="-arts" since kdelibs-3.5.5-r3 (see Bug 79029). Reopen if you still have problems.
