Currently fftw 3.1 is the latest fftw ~amd64 version in portage. Is it possible to update to 3.1.1 please?

I tested it by simply copying the old 3.1 ebuild and it appears to work.

Thanks for pointing this out and I just bumped fftw
to version 3.1.1.
