I am in the middle of migrating to modular xorg-x11-7 with the help
of the tutorial at gentoo.org.
I unemerged the old x11. When it came to libXt the ebuild failed
at configure with the message "pkg-config could not find x11".
I saw in libXt's ebuild that it would need libX11 which at that point
had not been installed by "emerge -uDv xorg-x11".
Solution: I manually emerged libX11 and continued.
It seems like that for some reason the dependencies were not
calculated correctly.

Not a dupe, self-inflicted breakage due to messing with virtuals.
