I can't emerge ipset, neither stable 2.2.1-something nor latest 2.2.8.20051203 on x86. 

Both emerges fail in the exactly same way:

* Found sources for kernel version:
 *     2.6.15-gentoo-r1
 * Checking for suitable kernel configuration options:
 *   CONFIG_IP_NF_SET:   is not set when it should be.
 * Please check to make sure these options are set correctly.

I can't find anything like this among networking options, greping the kernel config file for CONFIG_IP_NF_SET also returns nothing.
