it caused in most program as konqueror konsole irssi a segmentation fault in my amd64 (athlon64)

emerge --info missing and any debugging info whatsoever missing as well. Review the following howto and reopen with something useful to debug the issue.

I have solved re-emerging glibc-2.3.6 without the gentoo's patch

Uhm, without which patch exactly? There's about bazilion of them...

I haven't re-emerging glibc-2.3.6-r3 but I have re-emerging glibc-2.3.6 and it works very well
