The ATI FAQ doesn't have USE mentioned anywhere in it! Are you sure this is the doc you were thinking of?

Just for the record, nobody fixed and forgot to close this bug.
This has been fixed in 2003:

as a result of your own bug #27249

Somebody problably warped you back 3 years ago :)
