Looks like dev-python/sip and dev-python/PyQt at least have ~x86 ebuilds for latest versions but dev-python/pykde not. I've made it based on some old ebuild for snapshot too. There is an little patch because one file in snapshot is missed.

3.16.0 is in the tree, masked though. I propose switching to kde-base/pykde, unless you really need the features added by the latest pykde version.
