I need to emerge app-admin/webapp-config manually if I emerge postfixadmin without vhost use flag enableb.
Probably we need to add "app-admin/webapp-config" into DEPEND section

No. It inherits webapp.eclass and that eclass depends on webapp-config. Nothing should depend on webapp-config directly, ever.
