The actions and options have been regrouped in the man page; attached patch regroups them in the same way in the 'emerge --help' output.  The patch also puts --config in its alphabetical place, fixes a caps, and adds --nocolor.

A second patch (depending on the first) rewrites the explanation of --resume a bit, and rearranges/rewrites a few others in order to fit nicely in 80 columns.
