I can't emerge eix, and I am not alone, so please have also a look at:

here is the error message:

Fix and upgrade your system packages before filing any additional bugs.

Missing tons of automake versions, autoconf-2.13, your libtool is not in portage at all any more, ditto for gcc, binutils, etc. etc.
