x11-libs/cairo-1.0.2 is stable on all archs scribus uses. AFAIK a hardmasked cairo-1.0 was the reason for scribus-1.3.x being hardmasked, can't scribus be taken out of package.mask now?

1.3.2-r1 added (with some fixes from scribus-dev craig bradney) and unmasked.
