No, you can install them directly from OO.org 2.0 (File -> Wizards -> Install new
dictionaries)

Yes, I know. But:
1. I think, this way is good ONLY for 
single (personal) computer, not for organisation.
2. Where is f.e. Russian langage?

There won't be any OO.org dictionary ebuilds, we don't have time and manpower to create and maintain them, additionally just duplicating build-in functionality. Suggestions wrt improving the install process need to go upstream - http://qa.openoffice.org/issue_handling/pre_submission.html

No idea, ask upstream. We don't write OO.org dictionaries.
