...which I didn't have, yet emerge reported success when it should 
have failed - there were no docs.

I've copied libpng.so.2 -> libpng.so.2.1.0.12 from another (1.0rc1
stable partition) to /usr/lib/ and it's now building.

which versions of libpng do you have?

Just 1.2.5, plus what I copied.  Although the thing built once it could see
libpng.so.2, I couldn't find the KDE documentation in kdevelop-3.0_alpha2 (which
didn't seem very usable so I unmerged it).

what is in settings->configure gideon->documentation tree->locateion of kdelibs 
documentation generated by doxygen? 
it should point to /usr/kde/3.1/share/doc/HTML/en/kdelibs-apidocs/. 
and then the documentation should be available in gideon.

Thanks - found it.  I had no menubar but discovered that <ctrl-M> made it appear.

Yes I do have KDE documentation now but had to use libpng.so.2

this is caused by graphviz which is linked against libpng-1.0.x. 
this bug is than the same error as bug #10726, so marking this as duplicate.
