dev-perl/RPC-XML package depends on www-apache/mod_perl but really shouldn't, since mod_perl is not the only environment wqhere this module is applicable.

This dependency is a problem as portage pulls in mod_perl everytime you emerge this module.

fixed by making the modperl inclusion useflag based (there's a local modperl flag)
