Honestly, I don't see any benefit from installing multiple versions of .ini files and adding more complexity. I don't see either any real advantage of this, upstream's default is to install the "dev" php.ini, so we also do it like that. If you really need the php.ini-recommended, you can get it from PHP CVS or any PHP tarball, also the changes are really not that much/big from one to the other, so closing this.
