dev-php/PEAR-PEAR-1.3.6-r1 depends on dev-php/PEAR-XML_RPC-1.4.4, dev-php/PEAR-Console_Getopt-1.2-r1 and dev-php/PEAR-Archive_Tar-1.3.2

But the PEAR-PEAR package itself installs the files the deps provide.
I couldn't find an explantion in the changelog/ebuild so I'm reporting it as a bug.
