This is not licensed under the GPL. There's no license information other than the TODO stating the intention to license it under the GPL.

with apologies this bug is being closed as last update from upstream was around 4 years ago. In addition none of the source code or the distribution itself (as gotten from <http://bilious.homelinux.org/~paxed/plonx/plonx-0.03.tar.gz> is marked as opensource, GPL or otherwise (though GPL is discussed in this bug).
