Ebuild for app-shells/fish-1.19.0

This is a simple rename from fish-1.18.2.ebuild to fish-1.19.0.ebuild. It fetches, compiles, installs, and runs without a glitch.

Fixed, thanks. In the future, no need to file bump bugs for trivial bumps when the package has been out for less than a week. Certainly the same day is not necessary, since I get release announcements too.
