Looking in the hotplug folder on kernel.org, I found that the file is not bzipped but rather gzipped. http://www.kernel.org/pub/linux/utils/kernel/hotplug/udev-079.tar.gz is a valid URL.

You need to wait a bit until in propagates on the mirrors...
