Since app-text/xpdf is not necessary for cups, it should be optional, cups runs just fine without xpdf, if its configured properly. 

Please assign a new USE-Flag "PDF" to net-print/cups-1.1.23-r4 that cups can be emerged without xpdf as a hard dependency.
