My intention is to keep the first packet as small as possible. The stage1's that are on the mirrors should work fine, provided you know what you are doing. Instructions for performing a stage 1 are here: http://www.gentoo.org/doc/en/faq.xml#stage12 I would note that a stage3 will give you the same result as a stage1 + bootstrap + emerge -e system in 99% of cases unless you are doing something very odd, in which case you probably already know how to properly do a stage1 build.
