Bug 11542 – portage does not resume downloads correctly when source is not on ibiblio

After killing a fetch of a file that is not located in
http://www.ibiblio.org/pub/Linux/distributions/gentoo/distfiles/
the file will not resume when a fetch/download is attempted again.  the file 
is just reported as "The file is already fully retrieved; nothing to do."
Below is an example using vanilla-sources which currently isn't on ibiblio, 
but only http://www.kernel.org/pub/linux/kernel/v2.4/linux-2.4.20.tar.bz2
