The current portage ebuild for xmlto doesn't check for the latest version of libxslt. Had to 
manually update this library to get xmlto to cooperate in compiling kde 3.5

xmlto doesn't require the latest version of libxslt. Chances are you experienced a bug in your system that may be related to your compilation flags. See bug #113512 for another example of such situations.

In order to properly debug we're going to need more information. Initially, the full emerge log and the output from emerge --info.
