i didnt manage to find some of current glibc USE flags in list of use flags.
For example 
linuxthreads-tls
nptlonly
glibc-omitfp

and may be more

Actual Results:  
Noob is wondering what can be done with those USE flags.

Expected Results:  
Noob should read the doc and become "smart arse motherf...."

those are local use flags for which we do not keep a listing

see the use.local.desc file in /usr/portage/profiles/
