giving you a log of what's happening..  
trying to get development packages to build.. ran emerge rsync last night  
(12/1)  the moral of the story is, it doesn't appear to be working either  
because, i'm doing something wrong, or i've messed something up... probably a  
combination of both knowing me.    
tried to get other apps to build and having same problem..

Did you have a current rsync tree?
emerge rsync and try again.
Works here with exactly what you are doing.
