extract downloaded portage to /mnt/gentoo/usr doesnt work by default, i had to
mkdir /mnt/gentoo/usr manually

Reproducible: Always
Steps to Reproduce:
1.download portage as described
2.tar xvjf /mnt/gentoo/portage-<date>.tar.bz2 -C /mnt/gentoo/usr
3.

Actual Results:  
"cannot chdir usr"

Expected Results:  
extract the tarball

What about extracting the stage first, as the handbook says? ;p
