This is a new package useful for NUMA systems (amd64).
It compiles cleanly on i386 as well.

It implements the NUMA API (libnuma) and contains some utilities (numastat,
numamon, numsctl).

Various patches are required for the ebuild to compile.  I also lifted the
missing manpages from the debian package.

please make an attempt to keep submissions up to date with the latest from upstream.
