wpa_supplicant network module does not work without wireless extensions enabled
even in wired mode

We already have wired support for wpa_supplicant in baselayout-1.12 
 
Strangely enough, it's pretty much the same as your patch :) 
 
Thanks all the same though - next time base patches around whatever is latest 
in portage.
