When my download of a source file is interupted, I cannot resume it...

This is because ibiblio.org, does not contain the file I am trying to download
yet.  The first time I try to download the file, I get a "404 Not Found" from
ibiblio.org, then portage moves on to the SRC_URI and starts recieving the file.
 If the download is interupted, then when you try to fetch it again, portage
will try to get it from ibilio.org and say:

Connecting to www.ibiblio.org[152.2.210.81]:80... connected.
HTTP request sent, awaiting response... 416 Requested Range Not Satisfiable
The file is already fully retrieved; nothing to do.

Deleting the partial file and re-fetching it confirms ibiblio.org still does not
have the file.

Using: GNU Wget 1.8.2 and Portage 2.0.44.
I will provide any information upon request, currently this is happening with
mozilla-1.2
